The actual man in the video is a BK that looks very similar to the founder of the BKWSU 'Lekhraj Kripalani', whom he is portraying. The scene is the alleged moment that happened in 1936 when is said to God Father Shiva "descended" into him. There are a few other longer clips of this eslewhere on Google, it has come up on theforum before.

Yes, the video is "official" BKWSU propaganda. I do not know anything about the uploader. They are put up and they get pulled and they come back again. The Murli and the historical facts seem to contradict the PR version of the history that has been written to sound more like Krishna and Arjuna out of the Bhagavad Gita.
